Chapter 44 - The Sister's Counter-Intel

While my inspection teams were methodically dismantling Vanguard’s shipping operations in Bayonne, ninety miles away in Virginia, another critical thread of Cross’s empire began to unravel from an unexpected quarter.

Jessica had spent the last two months transforming Regional Medical Logistics into a model of clinical supply efficiency. Her sharp eye for inventory tracking and anomalous delivery schedules had made her an indispensable asset to the regional hospital authority. But during a routine quarterly audit of pharmaceutical cold-chain shipments bound for veteran outpatient centers, Jessica noticed something alarming.

At 2000 hours, while I was reviewing evidence in my command office at Fort Meade, my encrypted personal terminal buzzed. It was an urgent document transmission from Jessica’s private terminal, flagged with the highest verification priority.

"Emily," Jessica’s voice sounded over the secure line, crisp, steady, and entirely free of hesitation. "I found something that connects directly to Vanguard Global. Over the last six months, our regional veterans' health network has experienced a twelve-percent failure rate on imported surgical sterilization fluids and cold-stored emergency antibiotics. The procurement records list the vendor as an independent distributor named Apex Medical, but when I ran their corporate registration through the state commercial database, Apex’s parent company is a Cayman Islands shell registered directly to Julian Cross’s personal venture fund."

I sat forward, my eyes tracking the financial flowcharts Jessica had compiled with professional precision. "They were using their military transport corridors to import uninspected pharmaceuticals without FDA customs clearance."

"Exactly," Jessica confirmed. "Cross used Vanguard’s defense waivers to bypass standard port-of-entry quarantine checkpoints. They were swapping certified medical grade supplies with diluted batches purchased at liquidations overseas, dumping the inferior products into regional veterans' hospitals while billing the government at full premium price. Emily... I have the shipping manifests, the lot numbers, and the forged temperature monitoring logs right here on my desk."

A profound, quiet warmth swelled inside me, accompanied by absolute tactical clarity. Jessica had not merely survived the trauma of her past; she had developed into an elite operational asset in her own right. She had identified a vulnerability that had eluded federal regulators for five years, simply by applying the unwavering discipline and attention to detail she had learned while defending our sanctuary at Pine Crest Lane.

"Package the telemetry, Jess," I said softly, pride lacing every syllable. "Send a duplicate encrypted packet to Special Agent Kathryn Ward at the FBI. Julian Cross thought he was fighting a single general in uniform. He has no idea that the Carter sisters fight as an integrated battle group."
